The construction started in February 2006 and it was enabled before the Asian Games opening in 2010. By connecting and integrating a variety of complex facilities and surrounding buildings in the region, overall planning of electricity, water supply and drainage, cooling, vacuum garbage disposal and other public facilities, it has formed a resource sharing system for the public space above and underground, becoming the "city parlor" which is fully equipped with tourism, leisure, entertainment, shopping and other facilities.
